46 Nations Call for World Climate Organization

Forty-five nations have joined France in calling for the formation of an international body to to slow climate change, possibly with powers to punish violators of international agreements. Notably absent from these calls are the United States (biggest producer of greenhouse gas emissions) and China and India, two developing nations on a course to become big polluters like the US.
